This paper examines the evolving role of United States foreign policy in shaping the geopolitical and security dynamics of the Black Sea region through the lens of fifth-generation warfare (5GW). As contemporary conflicts increasingly transcend traditional battlefield boundaries, the Black Sea has emerged as a critical arena where military, economic, informational, and technological instruments of power converge. In this context, the study explores how U. S. strategic behavior reflects the transition from conventional and hybrid warfare models toward a more complex, multidimensional framework characteristic of 5GW. The research is grounded in the assumption that modern strategic competition is no longer defined solely by kinetic force, but rather by the ability to influence political will, control narratives, and shape the operational environment across multiple domains. U. S. foreign policy in the Black Sea region demonstrates a consistent application of integrated deterrence, combining selective military presence with economic statecraft, cyber capabilities, information operations, and alliance-based engagement. This approach aims not only to deter adversaries but also to structure the regional security environment in ways that favor Western institutional and strategic interests. Particular attention is given to the interaction between U. S. policy and regional developments following the war in Ukraine, which has significantly altered the balance of power and intensified geopolitical competition. The study analyzes how non-kinetic instruments—such as sanctions regimes, energy diversification strategies, and counter-disinformation initiatives—function alongside traditional deterrence mechanisms. In doing so, it highlights the increasing relevance of geoeconomic tools and infrastructure projects as instruments of strategic influence, reflecting a broader shift toward what may be described as a “geo-economic race” complementing military competition. The paper also explores the growing importance of emerging domains associated with fifth-generation warfare, including cyberspace, artificial intelligence, and space-based capabilities. These dimensions not only enhance operational efficiency but also expand the scope of strategic engagement, enabling actors to exert influence without direct confrontation. Within the Black Sea context, such capabilities are particularly relevant given the region’s exposure to hybrid threats, asymmetric tactics, and information warfare campaigns. Methodologically, the study employs a qualitative approach that integrates document analysis, structured comparative assessment, and expert interviews. The findings are interpreted through thematic coding and analytical triangulation, allowing for the identification of recurring strategic patterns across different conflict environments. This methodological framework strengthens the causal analysis and supports the broader argument that 5GW is not a discrete form of warfare, but rather an evolving set of practices embedded in contemporary international relations. The study concludes that U. S. foreign policy in the Black Sea region exemplifies a transitional model of warfare, where traditional military power remains essential but is increasingly embedded within a broader system of multidomain influence. The implications of this shift are significant for regional security, as they redefine the nature of deterrence, escalation management, and strategic competition. Ultimately, the paper contributes to the academic and policy-oriented understanding of how fifth-generation warfare manifests in practice and how it shapes one of the most strategically sensitive regions in the contemporary international system.References
