Territorial Organization of Georgia and the Determining Factors of Its Formation

Abstract

The state territorial arrangement of Georgia represents a complex, historically determined, and multidimensional political-legal system, the consolidation of which into a final model has not yet been completed. This process is shaped both by historical legacy and by the dynamics of contemporary state transformation, which creates certain signs of structural instability and institutional imbalance in territorial governance. Accordingly, the issue of territorial arrangement in Georgia remains a continuously relevant academic and practical subject. The aim of the present study is to identify the main determining factors in the formation of Georgia’s territorial arrangement and to conduct a systematic analysis of their impact on the structural system of state governance. The study places particular emphasis on the structural components that define the formation of territorial organization, its functional capacities, and its developmental directions. The research also examines the level of development of the legal framework as one of the key determining factors of territorial arrangement, which influences the clarity of competence distribution between central and regional levels and the functioning of the governance system. In addition, the political-legal context of territorial integrity is analyzed, as it significantly affects the possibilities of forming a unified territorial model in Georgia. Based on the analysis, it is observed that the formation of Georgia’s territorial arrangement is determined by the interaction of complex factors, where the historical tradition of centralization, incomplete institutional transformation, and fragmentation of legal regulation create systemic challenges. These circumstances contribute to the transitional and non-consolidated nature of the territorial arrangement. In conclusion, the development of Georgia’s territorial arrangement requires a systematic and integrated approach, which includes the improvement of the legal framework, the deepening of decentralization processes, and the enhancement of institutional coordination. Only such a comprehensive approach can provide the basis for establishing a stable territorial model and ensuring the long-term effectiveness of state governance.
