Managing Projects in Times of Geopolitical Instability: Risks, Uncertainty, and Adaptation

Abstract

Contemporary project environments are increasingly shaped by geopolitical instability, manifested through armed conflicts, economic sanctions, shifting alliances, and disruptions of global supply chains. These dynamics generate complex and often unpredictable conditions that challenge traditional approaches to project management. In this context, projects are no longer merely operational tools but become strategic instruments for navigating socio-political and economic transformations. The aim of this paper is to analyze how geopolitical instability influences project management processes, with particular emphasis on the nature of risk, the role of uncertainty, and the emergence of adaptive strategies. The study draws on interdisciplinary perspectives from project management, political science, and complexity theory, conceptualizing projects as temporary organizations embedded within broader governance structures. The paper distinguishes between measurable risks and deep uncertainty, highlighting the growing importance of non-quantifiable, systemic threats such as regulatory volatility, stakeholder conflicts, and supply chain disruptions. It proposes a typology of project risks specific to geopolitically unstable environments and examines their implications across the project lifecycle. Furthermore, the study explores adaptive responses, including the adoption of flexible management approaches, resilience-oriented strategies, scenario planning, and enhanced stakeholder engagement. Particular attention is given to the role of project governance in maintaining legitimacy and coordination under conditions of political and social tension. The paper argues that effective project management in times of geopolitical instability requires a paradigm shift—from control-oriented models toward adaptive, resilience-based frameworks. Consequently, projects emerge as critical mechanisms for implementing public policies and facilitating socio-political transformation in an increasingly uncertain world.
