Private-public partnership as a tool of new public management - challenges on the case of Georgia

Abstract

One of the main characteristics of the new public management is the integration of the features of the private sector management in the state management system and the high degree of cooperation between the public and the private sector. In its essence, private-public partnership is one of the mechanisms for implementing new public management, which is actively used in many countries of the world and in various sectors of public policy. Despite the fact that regulating PPP at the institutional level in Georgia was a priority of both, state and business sector, the academic literature in this direction is, unfortunately, quite scarce, and the existing works are mostly descriptive in their nature. Thus, the main goal of this study is to identify and interpret the challenges of private-public partnership on the example of Georgia. A qualitative research method was selected to study the above-mentioned issues. In-depth interviews with experts in various fields and representatives of the state, private and non-governmental sectors were used as a tool for data collection. In addition, relevant documents were analyzed in the paper. The present study showed that the current business and political environment in Georgia, the risks of elite corruption and the threats related to the transparency of the processes, as well as the bureaucratic barriers specific to the administration of PPP projects, are immanent to the Georgian perspective of new public management and significantly hinder the effectiveness of PPP. In addition, an important finding of the study is the fact that since the adoption of the Law on Public-Private Cooperation (2018) until now, not a single PPP project has been implemented in Georgia.
